no full pay leave is available leave has been granted

without salary as in the case of Mr. W.M. Thompson, Cadet

Officer, (your despatch No.349 of 12th September, 1933).

5.

An exception to this practice appears in the tl

case of Miss G.S. Maclaren, Nursing Sister, who was granted

an extension with full salary although no full pay leave was available (your despatch No.340 of 5th September, 1933).

6.

As the position set out in Sir Thomas Southorn's

despatch, namely, that officers are generally compelled for

financial reasons to travel by the steamers of the Peninsular & Oriental Steam Navigation Company which

only provides a fortnightly service to Hong Kong, remains

the same it is submitted that the precedent in Miss Maclaren's

case might be followed in all cases, and that an extension

of leave on full pay, not exceeding fourteen days, to suit

steamship arrangements, might be granted where necessary.

Such leave as in the case of the half pay leave formerly

allowed would, where no leave is available, be treated as

an overdraft and repaid by the officer during and in

respect of his subsequent tour of service.

I have the honour to be,

Sir,

Your most obedient, humble servant,

Lie

Governor, &c.
